Speaker: Randy Parker

 Randy Parker is C-TRAN’s BRT and Regional Planning Project Manager. He has over 30 years of experience in transportation planning and project management.  He specializes in managing complex technical analysis on multi-modal corridor planning projects, including major transit projects involving commuter rail, light rail, streetcar, and bus.  He is currently managing the Mill Plain BRT Project as well as the Highway 99 BRT Project through planning and construction. He has managed the travel demand forecasting component of several regional transportation plans (RTP), transportation system plans (TSP), alternative analyses (AA), environmental impact statements (EIS), corridor studies and New Starts/Small Starts submittals.  Randy is experienced in working closely with the Federal Transit Administration (FTA) and is experienced in FTA’s New Starts/Small Starts program and the ever-changing landscape of FTA rule-making. He was instrumental in securing federal funding for the Mill Plain BRT Project and several projects in Eugene and the Portland Metropolitan region. Randy has been responsible for directing, organizing, and controlling project activities, analyses, and staff for numerous transportation projects and has experience preparing, monitoring, and managing work scopes, contracts, schedules, and budgets as well as accounting, invoicing, and client coordination.
